Sir:

I do myself the Honor to address to Your Excellency the Copy of an agreement entered into by the Commissioners appointed to settle an exchange of Prisoners of War in the Southern Department. This agreement is accompanied by a List of the American Officers Captured in that District who were not then exchanged.

Notice will be given in the Gazettes that the names of those Officers are transmitted to the Executive Authority of each State. Should any application be made to Your Excellency on the subject I beg leave to request that the Officers may be informed whether their names are contained in the enclosed list or not.

This mode of advising the officers is preferred to a publication of the list for reasons which will Occur to your Excellency and which are offered in excuse for the Liberty of troubling you with this business.
