To his Grace the Duke of Newcastle

My Lord,

Having received an Address from the Council of North Carolina relating to the conduct of the Governor of that Province which contains matter of a very extraordinary & heinous nature We thought it our duty without loss of time to transmit the said address to your Grace that you may lay the same before the Queen that her Majesty may signify her Royal pleasure thereupon
