Madam:

I have taken the opinion of the Council in respect to your request, who think themselves not justifiable in recommending to me, the granting the same. They think such a measure would tend to violate the Laws of the State. I am therefore under the disagreeable necessity of informing you that I cannot grant you permission to carry out of the State any of Mr. Miller's property.
