New Bern, November 5th 1778.

Sir:

Inclosed is a Letter I just rec'd from Mr. McAustan which please to lay before the Council and any order that they may make thereon please to Inclose to me which I will forward to Ocracock Bar, to some of the Pilots, in order that he may see their Determination. The vessel that he is in belongs entirely to himself. In doing the above your Excellency will greatly oblige Sir,

N. B. Your Excellency was mentioning that you wanted some person to purchase provisions for this State. If you choose to appoint me I will act, as I have nothing to do with Jo. Green's purchases, he not having it in his power to appoint assistants. I did not think of this when you mentioned it.
