Sir:
The invasion of Georgia, and the consequences, to be apprehended from its being successful, induce Congress to desire that the most vigorous efforts may be made to oppose and expel the Enemy. For this purpose they have come to the resolution of which the enclosed is a copy, and they flatter themselves that North Carolina will on this, as on former occasions, be nobly distinguished by partriotic exertions in the great cause of liberty and posterity.
