Sir:

By my late importunities I presume your Excellency is well acquainted with the exhausted situation of Public Stores at this and other posts in this State, but in addition to what I have heretofore informed you of, necessity obliges me to lay before you one other material requisition, that is, money, wherewith to defray contingent charges in the Quarter Master’s Department. Such as paying for transportation of Stores, several sums for which purpose are already engaged and nothing to discharge the same. Boats, as well as waggons, have lately been employed to transport stores to the Southern Army and other places, the owners of which expect immediate payment.

Superintendents of Artificers require pay. Expresses are daily sent off on public business without money to bear their expenses, of course are liable to suffer, which is often the case, even to the loss of their own clothes or other property.

Writing paper, &c., is much wanted both in the Quarter Master’s Department and Southern Army. Clothing for Artificers and Waggons are also required.

I am inclined to think that a sum not less than one thousand pounds Specie will be required for the above purposes which require immediate satisfaction.
