To the Honorable the General Assembly—

Gentlemen:

I send you herewith the proceedings of a Treaty held with the Cherokee Indians at the big Island in Holston on the 21st June,

1781, by order of General Greene on behalf of the United States and transmitted to me by the Commissioners. As the subject matter therein contained respects certain lands claimed by the Indians and appears to concern the Sovereignty of this State, it may not be unworthy of your notice. You have also a letter from the Governor of Virginia in answer to one accompanying this respecting plundered property, which I beg leave to submit to your consideration.
