Gentlemen:

I do myself the honor to present you with a return or estimate of the Fencible Militia in this State as transmitted to me by the commanding officers and members of the respective Counties, which is not so accurate and particular as I could have wished, by reason of defaults in the County returns.

You have also a letter received yesterday from Mr. Morris, Supintendent of Finance.
