To the General Assembly—
Gentlemen:
The dispatches which accompany this from the Honorable Robert R. Livingston, Minister of Foreign Affairs, covering certain Resolves of Congress, were received this morning. I need not attempt further to impress on your minds the important subjects therein contained; the perusal alone will be sufficient for this purpose.
