Sir:

I have the honor to enclose a Resolution of the United States in Congress assembled, passed the 21st inst., authorizing the Executives of the several States in certain cases to suspend the Commissions of Captains of private armed Vessels, and as there is reason to suspect that not only the Enemy but even some persons of doubtful

Character in the States make an improper use of Commissions unduly obtained, I beg leave to call your attention to the recommendation of Congress of the 10th of November, 1780, a Copy of which is also inclosed.
