Philadelphia, 24th June, 1782.

Sir:

Your Excellency will receive enclosed herewith a Copy of an Act of Congress of the 21st instant recommending to the several States to adopt the most efficacious measures for suppressing all traffic and illicit intercourse with the enemies of the United States.

The injurious consequences, which must necessarily result from the continuance of such an infamous practice, are manifest to every disinterested Citizen, and so seriously affect our prosperity and welfare as to require the immediate interposition and unremitted attention of your Excellency and the Legislature of your State.
