War Office, August 9th, 1782.

Sir:

In obedience to the order of Congress I do myself the honor to transmit your Excellency an Extract of a Letter from the Commander-in-Chief

to Congress relative to an embarkation taking place at New York.

I also forward a Hand Bill for your Information printed in this City. It is an exact copy of a paragraph of Sir Guy Carlton’s letter to General Washington, communicated by him to Congress.

I likewise enclose your Excellency a late Ordinance of Congress respecting the forming the Troops of each State into complete Corps and for retaining to many Officers only in full pay as are necessary to command them, &c.
