Halifax, March 26th, 1782.

Sir:

The account of Specific Articles delivered in this State is immediately necessary in order that the Accounts thereof against the Continent be made up. I desire, therefore, that you will send particularly to every Commissioner for his account of Receipts and Expenditures requiring him to deliver it to your office or Messenger by a day which you will appoint. Let your Messenger obtain a precise answer and return to me the names of all who refuse or delay. You may assure them that I will use every Endeavor to have them Punished for Neglect of so Necessary a Service in which the property of the people is so deeply Concerned.
