Virginia, In Council, October 27th, 1783.

Sir:

Your favor of the 20th of August last did not reach me ’til the 17th Instant, in a few days before which the sailors that were in Jail had been discharged. As they had suffered near five months imprisonment, it would have been looked on as an Act of great oppression

to have detained them longer; indeed our General Court which was then sitting would have liberated them, if I had not done it.
