GOV. MARTIN TO COL. HENRY YOUNG OF THE NEW HANOVER REGIMENT OF MILITIA.

Sir:

I am informed that a number of persons have arrived in this Town, who come within the Description of my late Proclamation against the admission of certain Obnoxious Characters; particularly of those, who being Inhabitants of this State refusing to be under Allegiance to the same, withdrew and attached themselves to the late Enemy.

You will without delay, carry the orders in such proclamation into Execution against all such persons as aforesaid, that the public peace of the State be preserved. Given under my hand at Wilmington, Decr. 7th, 1783.
