Wee the Lords Proprietors of the Province of Carolina doe constitute, authorize and appoint you Thomas Eastchurch Esqre to be our Governor and Commander in Chiefe of all such settlements as shall bee made upon the Rivers of Pampleco and Newse within our province of Carolina, and wee doe hereby grant unto Tho: Eastchurch all powers and authorities Civil and Millitary which by vertue of our fundamentall Constitutions a Governor and Commander in Cheife ought to have and this to continue duringe our pleasure. Given under our hands and seales this 21st of November 1676.
