At a Council of Officers held in Garrison of Charles Town April 26th, 1780,

General Lincoln asked the Council whether, in their opinion, the evacuation of this garrison was an expedient & practicable measure.

The Council were unanimously of opinion that it is not expedient, as being impracticable.
