Sir:
In consequence of a treaty of neutrality some time ago entered into between General Marion on the part of the Citizens of these States and the people inhabiting the Little Pedee, they have since remained very quiet and still seem disposed to continue so, but they have lately been alarmed, as they say, by some preparations making in the State over which you preside, which they learn, as they inform me, is intended as an attack on them.
As policy dictated that these people should be kept quiet, I have,
therefore, thought it necessary to communicate these circumstances to you, and doubt not your Excellency will make a proper inquiry into the matter, and if there should appear to be any foundation for their jealousies, will apply the necessary remedies.I most sincerely congratulate your Excellency on your fortunate escape from the power of a faithless as well as merciless foe.
