Sir:

I take the liberty to inform your Excellency that agreeable to the late Proclamation issued by the Honorable Alexander Martin, Esquire, many of the wretched and deluded inhabitants who joined the Enemy have offered themselves to serve their Country faithfully.

Amongst these there are many that are not able to enter the field and are willing to provide good and able substitutes in their place immediately.

Captain William Armstrong, who was appointed at this post to receive Continental Troops of this State, is gone home very sick. In his absence I act the same part.

I wish your advice and orders respecting such men as above mentioned.

If your Excellency will allow it the substitutes shall be good or not received.
