A flag of Truce Arrived here on Sunday Morning, Commanded by a Capt. McDonald. There are some passengers on board her—
Mr. George Hooper, Mr. Clayton & Mr. Buie. I was out of Town till this Morning. In my absence the Flag was tend. by Mr. Walker, who I find means to detain the flag in his possession & do the business. For my part, I think it quite unprecedented, as all flags come directed to Military Officers, & of course should be under your direction, or the direction of some officer under you. I therefore wait your orders till the return of the boy.
