GOV. MARTIN TO THE GENERAL ASSEMBLY.

Gentlemen:
With the highest pleasure I present you with a Proclamation by the United States in Congress Assembled, declaring the cessation of Arms as well by Sea as Land, and agreed upon by the United States of America & his Britannic Majesty, and enjoining the observance thereof as transmitted to me by the Minister for Foreign Affairs, on which auspicious event, permit me to redouble my congratulations.
