Gentlemen:
I laid your Letter requesting that so much Tobacco should be delivered
to Mr. Skinner, the Treasurer of Loans in this State, as was Sufficient to discharge the Salary due him from the United States, before the General Assembly, who resolved that I should inform you that the said Tobacco was collected for and appropriated to the sole purpose of discharging this State’s Quota of the Interest due on the Foreign Debt of the United States and that it is improper to alter this appropriation, but that if you will agree to credit the State of North Carolina, for the amount of Mr. Skinner’s Salary, in the Continental Account against this State, for the Interest aforesaid on the same being paid to Mr. Skinner, that then the Executive will let him have the Tobacco.I shall wait for Mr. Constable’s proposals for the purchase of the Tobacco, agreeably to your request.
