No. 1--NEW YEAR'S DAY AT ATHERTON MILLS, CHARLOTTE N. C. Mr. Hine was refused permission to photograph children in the mill. These doffer boys were photographed at the noon hour. No. 2.--HIGH SHOALS. Mill running at eight p. m. Mr. Hine was forbidden to photograph children. This mill and one at Atherton, where also photographing was forbidden, are under the management of D. A. Tompkins, Chairman of the Executive Committee of the "National Child Labor Commission."
