        <head>A BILL TO PROVIDE FOR THE MANUFACTURE OF<lb/>
COTTON AND WOOL CARDS.</head>
        <p>SECTION 1.<hi rend="italics"> Be it enacted by the General Assembly of the<lb/>
2   State of North-Carolina, and it is hereby enacted by the<lb/>
3   authority of the same</hi>, That the Governor of the State be,<lb/>
4   and he is hereby authorized and required, to appoint three<lb/>
5   <sic>Comissioners</sic>, whose duty it shall be, 
at as early a day as possible,<lb/>
6   to purchase or erect all necessary buildings and machinery<lb/>
7   suitable for the purpose of manufacturing cotton<lb/>
8   and wool cards.</p>
        <p>SEC. 2. <hi rend="italics">Be it further enacted</hi>, That whenever satisfactory<lb/>
2  proof shall have been furnished to the Governor, that<lb/>
3   said Commissioners have contracted for, purchased, or<lb/>
4   erected said buildings and machinery, the Governor shall<lb/>
5   be authorized and empowered to draw upon the Treasury<lb/>
6   of the State for such sum or sums of money as may be necessary<lb/>
7   to pay for the same, and pay over said sum or sums<lb/>
8   of money to said Commissioners, upon their giving bond<lb/>
9   and security, payable to the State, for the faithful application <lb/>
10 of all monies thus so drawn, for the purposes herein<lb/>
11 specified.</p>
        <p>SEC. 3. <hi rend="italics">Be it further enacted</hi>, That whenever such machinery <lb/>
2   shall have gone into operation, and such cards<lb/>
3   shall have been manufactured, the Governor, together with<lb/>
4   the Commissioners, shall, at their discretion, set such price<lb/>
5   upon all cards manufactured according to the provisions of<lb/>
6   this bill, as will cover all cost in manufacturing the same,<lb/>
7   or add such per cent. to the cost as they may deem proper;

8   and such cards shall not be sold to citizens of other States<lb/>
9   until the wants and necessities of the citizens of this State<lb/>
10 shall be amply supplied: <hi rend="italics">Provided</hi>, That such per cent.<lb/>
11 shall not exceed seventy-five per cent.; <hi rend="italics">And, provided</hi><lb/>
12 <hi rend="italics">further</hi>, that the salaries of said Commissioners shall be<lb/>
13 considered a part of the prime cost.</p>
        <p>SEC. 4. <hi rend="italics">Be it further enacted</hi>, That said Commissioners<lb/>
2   shall receive, as a compensation for their services, the sum<lb/>
3   of five hundred dollars each per annum; and said Commissioners<lb/>
4   shall be required to make a full report of all their<lb/>
5   proceedings to the General Assembly, at least once in every<lb/>
6   two years, and oftener if required.</p>
        <p>SEC. 5. <hi rend="italics">Be it further enacted</hi>, That said Commissioners,<lb/>
2   by and with the advice and consent of the Governor, are<lb/>
3   hereby authorized and empowered to employ such superintendent<lb/>
4   or superintendents and laborers, as may be necessary<lb/>
5   to carry out the provisions of this bill.</p>
        <p>SEC. 6. <hi rend="italics">Be it further enacted</hi>, That this bill shall be in<lb/>
2   force, and take effect, from and after its ratification.</p>
