        <head>A BILL CONCERNING RAIDS</head>
        <div2 type="section">
          <p>SECTION 1.<hi rend="italics"> Be it further enacted by the General Assembly of the<lb/>
2 State of North-Carolina, and it is hereby enacted by the<lb/>
3 authority of the same,</hi> That during the war the Governor<lb/>
4 shall have power to call out, for the purpose of resisting<lb/>
5 raids by the enemy, all able-bodied white men and apprentices,<lb/>
6 residents of this State, (including foreigners)<lb/>
7 between the ages of sixteen and sixty years or such portion<lb/>
8 thereof in the whole State or any part of the State,<lb/>
9 as he may deem necessary for the public defence.</p>

          <p>SEC. 2. <hi rend="italics">Be it further enacted</hi>, That he shall order the<lb/>
2 men embraced in the above section to be immediately<lb/>
3 enrolled, and formed into companies of not less than sixty<lb/>
4 nor more than one hundred privates; and the companies<lb/>
5 so formed may be organized into battalions or regiments.</p>

        <div2 type="section">
          <p>SEC. 3. <hi rend="italics">Be it further enacted</hi>, That the Governor shall<lb/>
2 have power to appoint the officers of such companies,<lb/>
3 battalions and regiments, or may order the same to be<lb/>
4 elected, as in his discretion may seem best.  The officers<lb/>
5 shall be commissioned for the war, and no longer.</p>

        <div2 type="section">
          <p>SEC. 4.<hi rend="italics"> Be it further enacted,</hi> That the officers and men<lb/>
2 shall be subject to the rules and articles, of war of the<lb/>
3 Confederate States, and shall receive the same pay, rations<lb/>
4 and allowances whilst in actual service, as those of<lb/>
5 like grade in the Confederate service.</p>

        <div2 type="section">
          <p>SEC. 5.<hi rend="italics"> Be it further enacted</hi>, That there shall be ex-<lb/>
2 empt from the service under this act the following, to wit:<lb/>

3 The officers necessary employee in the Insane Asylum<lb/>
4 and Institution for the Deaf and Dumb and the Blind,<lb/>
5 with their inmates and pupils, and such persons as the<lb/>
6 Governor may specially exempt, and no others.</p>

        <div2 type="section">
          <p>SEC. 6. <hi rend="italics">Be it further enacted</hi>, That this act shall be in <lb/>
2 force from and after its ratification.</p>
