The power of small decisions in a grassroots coalition

This passage demonstrates how a project with potentially significant environmental implications, and certainly with large political and economic implications, can hinge on one small decision: in this case, on whether or not one family will sell their property. At the time of the interview, Johnson thinks there is a "99 percent chance" the reservoir will be built.
