Creation of the Cane Creek Conservation Authority

Kirk describes the founding of the Cane Creek Conservation Authority, a grassroots group in opposition to the reservoir project of which Kirk later became president. He is convinced that if the group could return to its old strength, from which it had apparently declined at the time of the interview, they could stop the project.
