Layers of regulation on water use

Okun describes the governmental apparatus around water use: federal approval, state agencies, quality standards, and community choice. Okun hopes that the somewhat arbitrary classification system will give way to a more sophisticated one that will also allow communities to choose the quality of water they drink.
