Early effort to heal declining communities

Barnhill first came to Hot Springs as part of a community development team, part of an effort to revive dying communities in North Carolina. Barnhill's description of how the team approached the problem might be useful—they got the lay of the land and trained citizens to fill holes in the community fabric (such as the need to replace a retiring doctor). Barnhill does not explain why these communities were dying.
