Finding a balance between preservation and growth

Rapp stresses the need for "diversity and balance." He means that Mars Hill will have to balance its desire to be a semirural utopia with its economic aspirations. Industry will come to the area, and the area will grow, so it is his job and the job of Mars Hill residents to erect bulwarks against development's downsides.
