Lack of preparation for the flooding that Hurricane Floyd brought

This passage reveals the universal lack of preparation for the flooding. Easter and Cavenaugh describe their experience during the flooding, which took them by surprise. In the wee hours of the morning, a volunteer fireman hustled them out of their home before they had time to prevent any of their property from being damaged. Not even the firemen were prepared for the height of the floodwaters.
