Hog pollution

Charles English describes the stench of the hog houses near the Cape Fear River; he thinks these hog houses are polluting the river. Neither his own efforts to motivate local politicians to control the pollution nor an expensive cleanup effort seemed to do any good. The cleanup effort may have exacerbated flood damage.
