Community opposition to an effort to shore up the local economy

The Englishes discuss the "global transfer" project, now being called a "transpark." The community organized itself against the project in a group Charles remembers as RANT (he later recalls it was called CLOUT, but can't parse the acronym), and the project halted, although Charles doesn't credit CLOUT.
