Wayne feels neglected by his government

Wayne English offers a counterpoint to his family's optimism and good humor about their situation. He thinks the local, state, and even federal government abandoned the community: before the flooding by neglecting the environment, and after it with a poorly organized cleanup and inadequate relief.
