Confusion following the flooding

This passage speaks to the lack of information in the aftermath of the flood, perhaps from lack of organization and perhaps from FEMA officials' fear of entering contaminated areas. The Cavenaughs had heard rumors about needing to dispose of their refrigerators and avoiding using their water heaters, presumably because of contamination. Not only did the Cavenaughs clean and start using their refrigerator and water heater, but Aaron collected discarded refrigerators for sale.
