Woefully inadequate compensation from FEMA

The Cavenaughs describe the woefully inadequate compensation they received from FEMA for their damaged home and its damaged contents. Jenny offers a charitable view of why FEMA refuses to fully compensate people: because the money comes from taxes, and not everyone pays their taxes, FEMA cannot afford full compensation.
