Belief that FEMA is fair, but very slow-moving

Despite Thomas and Elberta Hudson's persistence, FEMA doles out monetary aid very slowly. Although at the time of the interview FEMA had given them some emergency assistance money for essentials, the Hudsons still have not received compensation for lost property. They believe that FEMA treats people fairly, but that petitioners must be (in the words of the interviewer) "persistent yet patient."
