A belief in the role of government to help its citizens

Elberta Hudson reads the text of a letter she wrote at the suggestion of a community representative to the North Carolina House of Representatives. In the letter, Elberta and Thomas describe their response to the flood and their loss, and they express their belief that the purpose of government is to preserve and restore to its citizens what is rightfully theirs. She and others hand-delivered the letters. They await a response.
