FEMA and the SBA do a bad job; the Red Cross does better

Renee Lee expresses her frustration with Federal Emergency Management (FEMA) personnel, who treated White Stocking residents poorly. She was more pleased with the performance of the Red Cross, which distributed vouchers the Lees and others used to replace lost property. These vouchers were a simple way to rebuild and stood in contrast to the difficult assessment and application process enforced by FEMA and the Small Business Administration (SBA).
