Government bureaucracy interferes with the recovery effort

Renee Lee describes her frustration with the delays associated with trying to wring some help out of FEMA, which forced her to submit and resubmit forms when she needed food and clothing immediately. In contrast, the Red Cross provided two meals daily. Government bureaucracy, in her view, interfered with the relief and recovery effort.
