Role of the Rural Economic Development Center in hurricane recovery

Hall describes the Rural Economic Development Center and its basic approach to hurricane recovery. Hall's goals as Center president were to assess the extent of the damage, secure and allocate money, and plan for long-term redevelopment. The Center successfully petitioned the federal and state governments for recovery grants and organized on-the-ground efforts.
