Housing, economic, and public health needs after a natural disaster

Hall describes the categories of need involved in disaster response (after immediate emergency needs): housing, economy, and public health. Most of the available money goes to housing, first to address immediate needs, such as providing temporary housing and drinking water, and then to fund long-term home rebuilding and construction. Hall's "economy" category refers to compensation to farmers for lost crops.
