Hall describes locals' discomfort with Federal Emergency Management Agency (FEMA) representatives, who he suggests might have brought an unwelcome taste of distant northern bureaucracy with them and who tend to be the objects of frustration because of delays in, among other things, restoring housing. This passage hints at some of the interpersonal tensions that exist in a disaster area, even as people cooperate to try to piece their lives back together.
