Frustration with relief agencies

Holland shares some of his frustration with the relief bureaucracy. He does not understand how the loan application process works, and is puzzled as to why FEMA rejected his application. The Small Business Administration (SBA) approved some relief, but in the form of loans, which it extends only when the applicant has adequate collateral.
