Holland describes how the Riegelwood Dam contributed to the flooding. When the dam was opened, it created a glut of water that had nowhere to go, so it rose. The dam operators had no choice but to open the doors: had they not done so, the dam would have burst. This brief passage may help explain why the flooding was so extensive.
