Dishonesty interferes with Hurricane Floyd relief efforts

Holland describes how the government and other organizations responded to the flood's aftermath—the military helped clear debris and dispose of animal carcasses, and the state government began doling out money from an emergency relief fund. Holland expresses his frustration with the dishonest people who took advantage of a lack of communication between the state and federal governments to get money and food they did not deserve.
