Holland wants to cut "wasteful" spending, like the child development program Head Start, to ensure successful disaster relief

Holland, who is a Republican and a Pender County commissioner, argues that the difficulties with disaster relief make clear some of the state's wasteful spending. He thinks the money for relief should come from cuts in programs like Head Start.
