A flood-control system, paid by by unfair property taxes, helped Pender County during Hurricane Floyd

Holland describes a flood-control method that ameliorated the effects of the flooding in Pender County—a system of pipes under Interstate 40. As he explains how the county paid for the project, he opines about the unfairness of property taxes.
