                <p>...M<hi rend="sup">r</hi>. <name key="pn0001250" reg="Murphey, Archibald DeBow" type="person" rend="yes">Murphey</name> from the Committee appointed to
                    inquire what alterations<pb id="unc06-22-p03" n="77"/>and amendments are
                    necessary in the government of the <name key="name0001146" reg="University of North Carolina" type="organization" rend="yes">University</name>, presented the following Report, viz,</p>
                <p>The Committee to whom was referred the subject of inquiring what alterations and
                    amendments are necessary in the government of the <name key="name0001146" reg="University of North Carolina" type="organization">University</name>,</p>
                <p>Report,</p>
                <p>That they have had the said subject under their consideration, and recommend to
                    the <name key="name0000107" reg="Board of Trustees" type="organization">Board</name> the adoption of the following Ordinance. </p>
                <p>Be it ordained, That from and after the first day of September next, to each
                    Class on the establishment of the <name key="name0001146" reg="University of North Carolina" type="organization">University</name> two
                    Monitors shall be appointed by lot, from the twelve Senior Students of each
                    Class; which Monitors, before they enter upon the duties of their office, shall
                    in the presence of the Faculty and Students, and before some authority competent
                    to administer an oath, take and subscribe the following Oath, viz. "I
                    A. B. Monitor of the Senior Class (or other as the case may be) on the
                    establishment of the <name key="name0001146" reg="University of North Carolina" type="organization">University of North Carolina</name>, do solemnly swear,
                    that I will faithfully execute the duties of a Monitor of the Senior Class (or
                    other as the case may be) during my continuance in office, without fear, favor
                    or affection, to the best of my understanding — So help me
                    God." And the said Monitors so appointed shall continue in office for
                    the space of one month: That at the present session of the <name key="name0000107" reg="Board of Trustees" type="organization">Board</name>,
                    the Trustees shall appoint Monitors to each class, who shall take the said Oath
                    in the presence of the Trustees, Faculty and Students, and shall continue in
                    Office until the said first day of September next.</p>
                <p>Be it further ordained, That it shall be the duty of the Monitors to be appointed
                    under this Ordinance to preserve order amongst the Students in the <name key="name0001146" reg="University of North Carolina" type="organization" rend="yes">College</name>, the Dining Room and elsewhere, and for this
                    purpose they shall have full power and authority to suppress every species of
                    irregularity; and any opposition of a Student to the authority of the Monitors
                    when exerted in preserving the good order of the <name key="name0001146" reg="University of North Carolina" type="organization" rend="yes">Institution</name>, shall be considered a misdemeanor and punished by a
                    private or public admonition, by suspension or otherwise, as the offence may
                    deserve.</p>
                <p>The Students of each Class shall sit at seperate tables in the dining Room; at
                    which tables the Monitors of the respective Classes shall preside; except at the
                    table of the Senior Class, at which the Tutor of the <name key="name0001146" reg="University of North Carolina" type="organization">College</name> with
                    the Monitors shall preside. And the Monitors are hereby invested with full
                    power, and it shall be their duty, to preserve proper decency and decorum among
                    the Students at their respective tables; to permit no loud talking,<pb id="unc06-22-p04" n="78"/>laughing or any improper behavior: They shall not
                    suffer any waste of the provisions furnished by the Steward; nor suffer the same
                    to be abused at table: they shall not permit any of the provisions furnished by
                    the Steward to be taken away from the table, without the express consent of the
                    Steward — and in cases of misbehavior, they are hereby directed to
                    order the Student or Students so misbehaving from table. The Monitors shall
                    strictly watch over the conduct of the Students at all times during their
                    continuance in office; and make report of every irregularity and impropriety of
                    behavior to the Faculty, at the end of each week. They shall also report to the
                    Faculty at the end of each week, all injuries which they may know of having been
                    done to the public Buildings and property during that week, with the name or
                    names of such persons as shall commit the same.</p>
                <p>At the ringing of the Bell for breakfast, dinner and supper the Students shall
                    immediately repair to the door of the Dining room, where they shall arrange
                    themselves according to the order of their Classes, on each side of the door
                    with their Monitors at their head; and in that order shall follow the Tutor into
                    the room.</p>
                <p>Be it further ordained, That each Class shall sit by itself and apart from the
                    rest in the public Hall, at all times when they are there assembled, with their
                    Monitors at their head; and it is injoined upon the Tutor and the Monitors to
                    have the the formalities prescribed in this Ordinance strictly observed, and in
                    no instance to permit the same to be departed from.</p>
                <p>It shall be the duty of the Monitors of the Junior and Sophomore Classes, under
                    the direction of the President of the <name key="name0001146" reg="University of North Carolina" type="organization">University</name>,
                    and at the charge of the <name key="name0001146" reg="University of North Carolina" type="organization">University</name>, to
                    make the proper arrangements at each and every Commencement, to put the public
                    Hall in order for public speaking, to have candles lighted up, seats prepared
                    and set in order for the accommodation of the Trustees, the Faculty, the
                    Students and others.</p>
                <p>Be it further ordained, That any Student who shall wilfully do any injury to the
                    public Buildings in any manner whatsoever, or shall wilfully do any injury to
                    any of the property belonging to the <name key="name0001146" reg="University of North Carolina" type="organization">University</name>,
                    shall for the first offence be suspended from the <name key="name0001146" reg="University of North Carolina" type="organization">Institution</name>,
                    for a time not exceeding three months; and for the second offence shall be
                    expelled.</p>
                <p>Be it further ordained, That the Tutor of the <name key="name0000432" reg="Grammar School" type="organization" rend="yes">Preparatory
                    School</name> shall, by himself or his Assistant, at least three times in each
                    and every week, visit the rooms in which the Students of the <name key="name0000432" reg="Grammar School" type="organization">Preparatory
                        School</name> reside; and any Student who shall be absent from his room
                    without sufficient excuse, shall be punished at the discretion of the President
                    of the <name key="name0001146" reg="University of North Carolina" type="organization">University</name> and the Tutor of the <name key="name0000432" reg="Grammar School" type="organization">Preparatory
                        School</name>.</p>
                <p>Be it further ordained, That any Student in the <name key="name0000432" reg="Grammar School" type="organization">Preparatory School</name>, who
                    shall wilfully do any injury to the public Buildings or any of the property<pb id="unc06-22-p05" n="79"/>belonging to the <name key="name0001146" reg="University of North Carolina" type="organization">University</name>
                    shall for each and every such offence receive a punishment of not less than five
                    nor more than ten stripes.</p>
                <p rend="center">Submitted.</p>
                <p>Resolved That this <name key="name0000107" reg="Board of Trustees" type="organization">Board</name> do concur with the foregoing Report, and
                    that the Ordinance therein contained be and the same is hereby adopted.</p>
                <p rend="center">Adjourned till tomorrow morning 5 o'clock.</p>
