On motion of Mr. McDonald the reports were received.
On motion, the report of the Bursar was referred to the committee on the Secretary's & Treasurer's Report.
The President submitted the following plan for continuing the University for the consideration

of the Board of Trustees.

University Plan, Dec. 1, 1870

I. That a committee of the Trustees confer with the authorities of other colleges with the view of bringing them under the head of the State University.
1. The corporations of the several colleges to still retain their present chartered rights.
2. To receive such aid, as colleges of the University, as may be agreed upon.
II. To effect the lease of the property at Chapel Hill upon some such fair and equitable terms as the following.
1. Lessee to give bond for the Security of the property and its safe return at the expiration of the time of the lean, natural decay, and accident by fire &c excepted.
2. Free tuition to be offered constantly to fifty youth of the State.
3. The leading religious sects of the State to be offered a representation in the college, and the discussion of party politics to be constantly forbidden.
4. To be one of the University Colleges, submitting reports of the operations of the college &c, to the Trustees of the University at such times as the said Trustees may require.
The following resolution was then adopted.
Resolved, 1st. That a committee of three Trustees be appointed by the Chair who shall carry out the provisions of the plan, by securing and completing the lease upon the terms set forth; and five be appointed to confer with the authorities of other colleges with the view set forth in the plan, and report the result of that conference to an adjourned meeting of this Board.
2nd. That when this Board adjourn, it do so to meet again on the 1st Wednesday in Feby. 1871.

To effect the lease under the plan, the Chairman appointed the following named gentlemen a committee.
The following Trustees were appointed to confer with other colleges, as named in the plan:
On motion of Hon. S. S. Ashley, an account in favor of Jordan Swain , was referred to Messrs. Mason & Lassiter for compromise and adjustment.
On motion of Mr. Reid , the payment of the present faculty was referred to the Executive Committee.
On motion of Mr. Ashley, the President of the Board was requested to transmit the annual reports now presented and accepted to the General Assembly.
The committee on the Secretary & Treas. accounts made the following report.

Raleigh Dec. 2nd 1870
The committee appointed by the Trustees of the University of North Carolina at an adjourned Annual Meeting held on the first of December A. D. 1870, to Audit the Accounts of the Treasurer of the University for the last fiscal year, have examined and compared the accounts and vouchers for the past year, and have found proper vouchers for the disbursements by him during the time.
